Prescription Drugs for Inmate Populations Breakthrough Team
Brief Background
With the support of the Health and Human Services Cabinet Team and the Kansas Association of Counties, this county/state team researched and created options for county officials to consider as they looked for ways to reduce prescription drug pricing for incarcerated individuals. Cost savings options were presented in KAC’s April 2005 Research Report and shared in face-to-face Sharing Approaches that Work Forums held around the state in April – May 2005. Representatives from 75 counties attended these forums.
Results
Savings Reaching $7 million
  • KS Dept. of Corrections (10,000 beds) = $4 million saved

  • Sedgwick County jail (1,032 beds) = $1.2 million saved

  • Crawford County jail (102 beds)  = $25,000 saved

  • Pratt County jail (28 beds) = $6,400 saved


A Broad Reaching Savings Efforts

County jail beds under discounted pharmaceutical savings programs:

  • % jail beds now covered  = 60% (up from 24%)

  • % of jail beds “in process” = 1.5%

  • % of jail beds “in discussion” = 4.7%

  • % of jail beds with lowered local costs = 8.5%


Improved Quality, Compliance and Safety

  • Increased compliance with local/state/Federal pharmaceutical regulations

  • Improved security/control of on-site medications to include administration and storage


The Kansas Collaborative

The success of this team was the catalyst for the creation of The Kansas Collaborative.

Next Milestones
This team's work is now complete, though savings and county participation rates continue to to be tracked. Most members have gone on to join the Health Care Costs for Inmate Populations Breakthrough Team.

This team's work on pharmaceutical collaborative was recognized as one of eight Council of State Governments 2006 Innovations Award recipients.

has expanded its mission to include reducing counties’ hospital costs for incarcerated populations. With the help of the Division of Health Policy and Finance, the team is undertaking an analysis of ten counties and their hospital bills for incarcerated individuals and comparing these to each other and to Medicaid rates.
