Geographic Information Systems (GIS) Breakthrough Team
Team Purpose
To link together GIS implementation efforts at the state and local level with the long-term goal of “critical data layers statewide that are backed up in multiple locations.”
Current Status
Thanks to a grant from the Information of Network of Kansas, The Kansas Collaborative’s project to write a Guidebook for County GIS Implementation is complete and can be downloaded from the Recource Center. This document will be updated monthly as needed so check out the “What’s New” tab to see what has been added.

In partnership with members of the state’s GIS Policy Board, efforts are underway to create a statewide inventory of critical data layers at the local level, an important next step toward the long-term goal of “critical data layers statewide that are backed up in multiple locations.”

Pilot efforts are also underway in partnership with the state’s Data Access and Support Center (DASC) to build a process for local verification and updates of statewide data layers.

Results
  • Representatives from 89 counties and 19 cities attended one of the GIS outreach workshops designed to raise awareness about uses of GIS in local government and to start the collaborative process. This represented more than 90 percent of the target audience.

  • A Kansas Attorney General’s opinion was sought to clarify GIS data sharing. A favorable opinion was received in August 2006 which clarifies that GIS data gathered for E-911 efforts can be shared with other county departments. This is a victory for effective and efficient government. View the Kansas Attorney General's opinion in the Recource Center.

  • Publication of the Guidebook for County GIS Implementation.

  • Facilitation of cross-department GIS efforts in seven pilot counties (Atchison, Cowley, Dickinson, Haskell, Osborne, Rooks, Seward) all of which resulted in coordinated GIS implementation strategies.

  • In partnership with DASC and the Kansas Association of Local Health Departments, successfully launched the GIS Vulnerable Populations web-based application for use by local emergency managers and local health departments.
Next Milestones
  • Design and continue to refine a process for local verification and updates of statewide data layers

  • Facilitate a local inventory of critical data layers

  • Continue to create important linkages among and between state agencies and local governments with respect to GIS implementation
